[avr-libc-dev] [RFC] sections stub patch

Hi,

How's this for a start on documenting sections? I'm sure there's already
errors here, but it's a start. I'll commit this shortly and let it ferment
for a bit. This is about all I know right now, so others will have to feed
me more info or patches. ;-)

I also just realized that there is no place which documents the startup
sequence. Might be useful.
