They don't typically wear out. I've done years of developing on one chip

I tried that. Looks like it still does not want to flash.

After I set the fuses, it continued to operate/program just fine. It was only a few days later that it broke down.

Possibly your fuses got set for external clock.  Give it a clock on the clockin pin, and see what happens.

I’ve checked the solder connections, replaced the chip and all of the wires for programming, but to no avail. The issue is that the device signature shows up as 0x0000
