I think adding a new device should count as a trivial change that
doesn't require a copyright assignment. In GCC, it's basically a
one-line change (albeit it is followed by more changes, but they are
for automatically generated files, so they should not require a
copyright assignment either).

The problem is there's not so much active developers for AVR-GCC at all.
