It has been reported that recent versions already break on compiling
avr-libc anyway (with an ICE). So it doesn't matter whether GCC
aborts with a valid complaint rather than an ICE.
Alas, the GCC trunk is currently broken for compiling for the AVR
target (see bug #48395), so I could not test-compile my suggested fix
for avr-libc with a current compiler.
