Since the t12 is often run without an external reset or external clock,
those signals are connected via the rainbow jumpers shipped with the
STK500. However, for programming they need to be connected.

(You need to connect RST on PORTE to PB5 on PORTB, and XTI on PORTE to
PB3 on PORTB)
If the RST line isn't connected I seriously doubt you can enter
programming mode on the t12 - it's the first step in the programming
process.
