I now have a few weeks to devote to getting the licensing issues resolved
and the project set up on savannah.
Here's what I found for the BSD license:

Another alternative is this (MIT or X11 License):
http://www.opensource.org/licenses/mit-license.html
Both seem to be equivalent and are essentially public domain with an
explicit license.
What I propose to do is add one of the above licenses to all the files
which are public domain. I would also like to change the GPL + exception
files to the new license (I won't unless I get approval from Denis
Chertykov and Michael Stumpf).
The files in libc/bsd/ will not be changed.
The files in libc/gnu/ will not be changed and should most likely be
removed in the future since the LICENSE file says they may not be safe to
include in proprietary applications.
I will make these changes to the avr-libc-20020203.tar.gz from Marek's
site (http://www.amelek.gda.pl/avr/libc/) and post a patch. If the patch
is OK, I will re-submit the new code to the savannah folks.
If anyone has objections, please let me know.
