Check the fuses on ATMega128.

Be sure that the M103 fuse is NOT set.
And select the clockoption you are using. Default is the internal RC-osc.

To verify the osc selection use a timer to flash a LED every second or
so. (The RC-osc clockfrequency is ~1MHz).
