Conditionals first appeared in version 1.2 from 1997, and else/endif
in 1.5 from 2001. However, several features need special handling for
being able to appear within a conditional, and for some, that has only
been added rather recently (or not yet at all, such as texinfo outputs).

Easiest to say if you state both versions used, and post the Makefile.am
snippet that fails, or a small reproducible example.
