No, BUILT_SOURCES are not automatically distributed. See for example in
the section `Built sources example' of the manual:
bin_PROGRAMS = foo
foo_SOURCES = foo.c
nodist_foo_SOURCES = bindir.h
BUILT_SOURCES = bindir.h
CLEANFILES = bindir.h
bindir.h: Makefile
echo '#define bindir "$(bindir)"' >$@
Doing so automatically would be a bit limiting.

Your foo.c gets distributed because it's in foo_SOURCES.
