Notice the difference?  You probably should specify "TESTFILES =
nctst$(EXEEXT) tst_failure$(EXEEXT)" and "XFAIL_TESTS =
tst_failure$(EXEEXT)" instead,

Actually, that should not be needed.  All Ed should do is specify the
test names consistently.  Darn, that looks like a 1.10 regression to
me.  Ed, you're using Automake 1.10, right?
