I am inclined to agree. IMHO, this case at least is a clear proof that
AC_PROG_INSTALL in its current form is not sufficient.

Hmm, one of the questions this discussion started with was
"what do we desire?", do we want
"install -mMASK FILES DIR"
or do we want
"install FILES DIR"
AFAIU, Alexandre actually wants (and automake currently presumes)
"install FILES DIR" to implied -m755.
AC_PROGRAM_INSTALL apparently doesn't cover this.
