The special case is creating them unconditionally. Though now I
wonder if `dist' really works in the presence of conditional sources.
Hmm.
It is assumed that the person running `make dist' will be a maintainer
and have maintainer tools. If not you are in trouble. For instance
you can ship a package where configure is out of date if you try hard
enough.
