aclocal doesn't check AUTOMAKE_OPTIONS (VERSION)

In the manual, it is specified that if there is a version string in the
AUTOMAKE_OPTIONS Makefile macro in Makefile.am, this will suppress
running of older versions of Automake.

Source can break anyhow since versions of aclocal earlier than the
specified version will run anyhow and build an aclocal.m4 that leaves
macros in Makefiles unexpanded.

Most notably, @AMDEP@ does not expand after aclocal, autoconf, then
configure run, leaving unusable makefiles.
