It might be a good idea.  I'm also thinking to start having a 'PLANS'
directory in the Automake repository, where "roadmaps" for non-trivial
changes can be kept.  Once that is done, every non-trivial change shall
be preceded by a small entry there, so that users will be able to keep
posted by following updated in that directory.  Objections, discussion,
etc can also be summarized there (this could be useful also for plans
that are already discussed & registered in the Bug Tracker).
