Unfortunately, there is nothing simple about copyright notices; see e.g.
http://lists.gnu.org/archive/html/bug-standards/2010-11/msg00005.html
for related issues.  Also, one plan of the ever-delayed upgrade to
GPLv3+ plus exception was to let some of the helper scripts stand on
their own, so that might influence this text as well.

I will ask about this issue.
