FYI: Update to GPLv3

Hello,

I applied the result of
  cd automake; find . -type f |
    xargs perl -i -pe 's/either version 2/either version 3/g'

installing the new COPYING files (from CVS gnulib/doc/COPYINGv3 to
automake/COPYING and automake/lib/COPYING), and writing a NEWS entry,
to HEAD and branch-1-10.  Attached are the bzip2'ed diffs.

--version output still needs to be done.

This is the NEWS entry:

  - Automake is licensed under GPLv3+.  `automake --add-missing' will by
    default install the GPLv3 file as COPYING.
