Now we're getting somewhere. From that file:

It appears that you are asking for a way to make all --help output appear
in the same order in which you generate it, and to be able to intersperse
text strings of your choosing in between strings generated by AC_ARG_WITH
and AC_ARG_ENABLE.
First, it looks like you need to use AC_PRESERVE_HELP_ORDER (added in
2.59c, so it will work for 2.65 but won't help you for 2.59 proper, but if
that's the least of your worries, I can still help you with backporting it
to 2.59 if you aren't willing to jump all the way to modern autoconf).
Then, at the place where you want TSRM: to appear (so probably just after
you did AC_ARG_ENABLE([zend-multibyte],...), but before
AC_ARG_WITH([tsrm-pth],...)), use:
