checks fail -- why?

checks fail -- why? |

some checks on cygwin fail. how do I figure out why?
E.g.:
checking for pwd.h... no
while "#include <pwd.h>" works just fine.
checking whether time.h and sys/time.h may both be included... yes
...
checking for sys/time.h... no
...
checking for time.h... no
huh???
I know I must be missing something simple...
I append configure.in (which I use to generate config.h.in and configure
script).
