BTW, there is something which config.status can do very easily: output
a file with all the constant parts of the AC_SUBST (i.e., not
top_srcdir etc., but CC, CFLAGS etc.).
Then Automake could just include this file.
I would always create this file, say config.subst, but we could
introduce a new macro to ask for its creation.
