A remark on this one:

Originally I was trying to deprecate ac_cv_prog_cc_c99 and document what 
users should use instead, but as soon as I started that I realized that
Andrew W. Nosenko was right regarding the usefulness of this variable.

There is too much tested with it, and there is no simple way to do that
feature by feature.

(Features not documented as tested for ac_cv_prog_cc_c99 still need
 separate testing.)
