Autoconf has _already_ shipped a suitable INSTALL file for years. In fact, the INSTALL file for many autotooled packages comes straight from the one built by autoconf itself. It is generated from doc/install.texi during bootstrap time, and shipped pre-built as part of all autoconf tarballs.

I don't know why you think the file does not exist, unless you have grabbed autoconf.git but have not yet properly bootstrapped it according to the directions in README-hacking.
