Even though we recently got rid of most of the generated files (INSTALL is
generated from doc/install.texi), I agree that leaving INSTALL in the tree
so that other projects can grab the most recent compiled version without
having to run makeinfo on install.texi seems reasonable.  gnulib also
lists $AUTOCONF/INSTALL as one of the files it tries to sync from upstream.
