Why is the analogous relation with AC_CANONICAL_TARGET not documented
in the patch?

But also, why do we want to document this at all?  It's not that having
the user specify all of these macros is a disadvantage, no?  There are
lots of macro dependencies we (consciously) chose not to document, and
while maybe not for this specific one, I also don't see a compelling
reason to do otherwise here; but I certainly don't have a strong opinion
at all.
