yes, you are probably right.  Moreover, the usual attitude to (m4)
quoting problems is trial-and-error, so the people usualy invent a
workaround without noticing the inconsistency.

Yet I would rather break the backward compatibility and make the
calls consistent.  The problems should not be so frequent, and can be
solved easily as soon as they are reported.
And we are not breaking any _documented_ behaviour.
