We probably should.  I believe we should just set up DUALCASE and
possibly TK_DUALCASE_IN_CASE_STATEMENTS as part of the shell sanitizion
step in configure and config.status, and forward the word to the Libtool
crew about them doing the same at the top of ltmain.in.  I don't know where
to put it in the docs, or how much we can copy/paste from the MKS Knowledge
base article, but a short notice with reference above the relevant line
should be OK at least.

We should probably audit some of the other utils iin the autotools to see
if they might be affected too?  config.guess / install-sh / depcomp /
compile / missing / mkinstalldirs...
