Somehow you do need that m4_quote however... maybe something like

m4_bmatch(m4_quote([$1
], [^\n+$], [$1
], [AC_REQUIRE(_AC_INCLUDES_DEFAULT_REQUIREMENTS)$ac_includes_default])

would be better?
