The idea is that x:\os2\install is put (like that!) by default into
PATH when one sets up OS/2 installation. If \os2\install is in the
PATH, there is some reason why the user wanted to do this (and having
drive-less entries in PATH is very silly too - they will not work in
many situations, like floppy or CD being the "active drive").
Thus I see no reason to have a drive-less entry special-cases by autoconf.
