Another problem with this is that we can't guarantee in general that a compiler supports a particular revision of the Fortran standard, any more than we can for other languages. (It can't always be inferred from the compiler name.) It seems more in line with the autoconf philosophy to test for particular features (with F77 being treated specially for legacy reasons).
