I don't think so, but it's reasonable to expect it to behave
like --prefix=foo (as with getopt_long).  

Besides, it has been suported for years by Autoconf (it just
broke recently), and it's quite convenient: not all shells are
smart enough to expand ~ in --prefix=~/usr (although mine does,
so I don't really care).
