I can't reproduce this. In the minimal document

\documentclass{article}
\usepackage[T1]{fontenc}
\usepackage[ngerman]{babel}
\begin{document}
Test
\end{document}

"--" gves me ""=", as expected (AUCTeX 11.90.0 via Elpa)
