Some progress. 
First I pulled again, repeated my installation process I described

Then I observed that if I start a fresh file I can call LaTeX, actually
this command is offered to me.

Now  one particular file I used before had the lines

%%% Local Variables:
%%% mode: latex
%%% show-trailing-whitespace: t
%%% End:


That still works in d7f1d2815986


But not in master (I understand the whole point of the merge was to
unify the different «latex» modes)

However, I have to insists

when I run C-c C-c and then tab I get 21 commands offered, namely
