As far as I can tell, the worst that could happen is that AUCTeX will make `xparse' commands support available regardless of whether the package is loaded. So AUCTeX could help you insert a command that LaTeX wouldn't find, in which case, the user could load the package, since they want to use it.
Currently, it's the other way around, an user who has an up-to-date distribution, has to trick AUCTeX to think `xparse' is loaded, or to load it even though it is not needed.
