That's `reftex-extract-bib-entries-from-thebibliography' in reftex-cite.el.

There's already a function `reftex-bib-or-thebib' which could be
extended. That relies on reftex already having parsed your document, so
you'd need to extend the parser (`reftex-parse-from-file').
