The nice thing about the Windows package is that you don't need Windows
in order to generate it.  You just need a compiled Emacs with the
desired version somewhere because we don't ship Windows binaries, just
Elisp byte code and documentation besides the sources.

I usually download the sources from gnu.org, do `configure' and `make'
and then use the resulting emacs binary for the `windows-package' make
target.  I can do this for the release if you'd like me to, but I would
not actually be required in order to generate the package.

Just let me know when you want to do the release and then I can stand by
for answering any questions that might arise.
