Do you want to use it linked to GUI or directly from the console?
If you use the console, please note that you have to select a unicode
font (lucida console), to be able to select a Windows encoding (using
"chcp 1250"). Win9x/Me can't do this (IIRC, only because of a missing
unicode font for consoles).

I didn't try it, but iconv (available for win32, e.g. from
http://gettext.sourceforge.net/ ) should be able to convert those files.
