I am going to assume that order_num = priority. Order_num is suppose to
reflect the order in the chain of filters that the filter gets process.
So an order number of 0 should indicate that the filter is executed BEFORE
any other filter sees the data. I do not think that is what you want. If
it is not implemented that way it is a bug.
