[Vmslib-docs] State of the Docs Vol. 1

Howdy!

The documentation for GNU vmslib does not yet exist.  You'll note that
the GNU vmslib Manual page (http://www.gnu.org/software/vmslib/manual)
has been prepped for the release of the first GNU vmslib manual.  At
moment, I am engaged with Richard Levitte who was kind enough to step on
board as a resource to determine what documentation of his might be
available for inclusion.

Once a first draft has been completed, I shall forward that to everyone
for review.  

Other documentation that is in the works includes:

*  Functional requirements document for v1.0.x.
*  User requirements document for v1.0.x.
*  Function overview for both the C and DCL code.
*  Porting HOWTOs for GNU vmslib.

As has been mentioned in the "State of the Code Vol. 1" the project may
retire to let GNV from HP take over this niche.  If this is the case,
then at least enough documentation will be provided to allow the code as
it stands to do its job properly.
