Here is what I use in my own .vm.preferences file

For Gnu Emacs 23, visual-line-mode is the best solution. Otherwise
longlines.el. If we don't have that, we use filling.
For outgoing mail, I just turn on auto-fill-mode in mail-mode, and that is
that.
