This is <https://debbugs.gnu.org/33006>. It is not a bug in Tramp, but
in xref.
I've fixed this recently. You'll need to upgrade to Emacs 27.0.50 in
order to profit from this fix. Or you'll apply patch

to your Emacs incarnation.
