Let me add my contribution

Octave : Operative in windows for Octave version 4.2.2.
Scilab : Operative in windows for Scilab 6.01
Maxima : Operative in windows for Maxima 5.42.0
yacas : Operative in windows for yacas 1.3.6
Python : Operative in windows
Eukleides: Not operative in windows
Dratex : Not opeartive in windows
Graphviz: Looks as it loads but does not operate
xypic : Not Operative
Pari : Operative in windows for Pari 2.11
GNUPlot : Not operative

GNUplot does not work in windows even when it is called from Octave or Scilab,
however it works in maxima opening a new windows or directing the plot to a
file. However direct call to GNUplot through Insert -> picture-> plot does not
work
