Easy.
Download and run
    http://www.swftools.org/swftools-2008-11-07-2325.exe
.
(Make it create a desktop and a start menu item)

Then click on the "pdf2swf" icon on the desktop.

Click "File" -> "Open", and select a PDF file.
Then click "File" -> "Save" and name the SWF file you want to
produce.
