No, on my system they are in. The default is to have them undef,
however.

Sometime you have to run 
aclocal -I m4
(to have the autom4te.cache cleaned?) by hand. 

I have very recent autotools, but autoreconf worked since a long time.
automake 1.10.1, autoconf 2.62.
