Improper directory ownership would generate a different fatal error:

Fatal error: exception Bdb.DBError("caml_dbenv_open: open failed.: Permission denied”)

That is something I've typically seen if either the /var/lib/sks/DB or
the /var/lib/sks/PTree directory doesn't exist or it isn't owned with
permissions that the SKS daemon can access.
