Nope ... the software is used in different countries ... and if you
change the country from e.g. germany to the US with your server, it
would make sense to reveal the "hidden" entries again.

The issue now is, that a keyserver-operator in germany (and likely
europe) can be forced to shut down his server if he cannot delete a
single key from the database (or at least from the requests to the
database).
