The limits are dynamic and depends on the distribution of number of
keys through a two-pass process (first one throwing away all keys that
are two\sigma away from mean). I'll see if the process require some
tweaking. But at least currently I only see one server that is 506
keys behind mean (and one that is 1131 ahead), so intuitively there
seem to be a reason to have a higher limit. We'll see if everything
synch up by itself.
