I've been on Dynamic IP for the last ten years. The address isn't immutable, but
it is fairly stable. I think I've had this address for nearly 9 months.
Router catches the address change from the cable modem and instantly updates the
DNS records at ZoneEdit.

There are only about 5 or 6 servers in my membership file that I've lost as a
sync partner due to my address changing, and my guess is thet they're running an
older version of SKS that don't regularly poll for DNS updates.

In case the adminsof these read this, the lost sync partners are
keyserver.novomundo.com.br, keyserver.freenet.de, sks.stsisp.ro,
keyserver.ftbfs.org.
