Ha! Replacing the `/r/` with `/git/` in the URL does the trick!

So, the smart protocol is used with `.../git/emacs/elpa.git` but not with
`.../r/emacs/elpa.git` even though that URL also works.
Could that be fixed for the `/r/` URLs?
[ As for the `--single-branch -b main` option to `git clone`, I just used them
to illustrate the problem better since that branch is very small compared to
the whole repository, but a plain `git clone` without extra options fails to
use the smart protocol as well (it's just that in such a case, the speed
difference between the two is minor). ]
