While `make cache` means 3 lines to type and since the Makefile do not read
local.inc it's seems better to type as explained in the README.verbose the
cache creation instead of using the non-configurable `make cache` in the
Makefile
I added a message shown while trying `make cache`. It should be enough.
I wonder whether Makefile should read local.inc or not. My first idea was to
avoid it, as Makefile is used before a local.inc exists.

Summary: make cache step creates cache dir in wrong place
Original Submission: Specify the cache directory in local.inc. The make cache
step always creates the cache as a sub-directory of the local savannah dir.
For example, if Savannah is installed in /usr/local/savannah, and the cache is
specified in local.inc as $sys_cache="/usr/local/savannah/www/cache", the make
cache step creates the cache as /usr/local/savannah/cache and not
/usr/local/savannah/www/cache
