Your project is not a GNU project. So he should not have a website only license.
Your project is hosted only for website purpose but it's an unusual case (the
only project I know in this case).
When enhancing Savannah, we had to reinitialize some values, overriding this
particular situation.
I reset it to "website only" but keep in mind that's not a usual setup.

Summary: Automatic license change
Original Submission: 1) I submitted the Flaxornoflax project choosing
"License: website"
(http://mail.gnu.org/archive/html/savannah-hackers/2001-09/msg00218.html) and
consequently the project summary listed only an HTML CVS Repository (no Sources
CVS Repository).
2) Something happened.
3) Now the project summary (http://savannah.nongnu.org/projects/flaxornoflax/)
says "License: GNU General Public License V2 or later" and consequently lists a
Sources CVS Repository (in addition to the HTML CVS Repository).
