I checked galeon and mozilla.

With mozilla, no problem. With galeon, no favicon in https. So I think it's a 
galeon issue.If you are running a recent version of galeon, a bug should be 
submitted to them. 

If there's a workaround about it, I would be glad to hear it.

Original Submission:  If I visit http://savannah.gnu.org I see the little GNU 
favicon.  If I visit https://savannah.gu.org I don't get the favicon.
